PLANNING CONTEXT


SITE LOCATION


The site lies on the southern fringe of Newton Abbot between Ogwell and the Totnes Road (A381) and Decoy and the Kingskerswell Road. The town centre of Newton Abbot and Wolborough Hill is to the north. The site forms a significant part of the land allocated under Policy NA3 of the Teignbridge Local Plan to deliver a sustainable, high quality, mixed-use development. Policy NA3 was informed by a series of local consultation events including design workshops.

PLANNING


  • Outline planning permission was granted in June 2020 (LPA ref. 17/01542/MAJ, appeal ref. 3205558) for development comprising circa 1,210 homes, a primary school, employment space, two care homes, community facilities, a local centre, open space (including play areas, allotments, multi-use Games Area (MUGA) and associated infrastructure.
  • A Masterplan and Design Code document has been approved in accordance with the requirements of outline planning condition 6. These documents set out the overarching design objectives and principles for the site, which have been shaped by several factors including the consideration of local heritage assets, landscape setting, the relationship with Wolborough Hill, Decoy and the Wolborough Fen Site of Special Scientific Interest (SSSI) and character of surrounding areas.
  • Vistry have been granted planning permission for our Linden and Bovis Housing parcels consisting of 94 homes (74 Open Market/ 20 Affordable) . We are close to discharging all pre-commencement planning conditions to enable a site start by September. Preliminary dates for show home opening and first legal completion are Q3 2026.
  • The access roundabout and First phase of the Link Road Infrastructure serving the Local Centre, Community Building, potential School site and First phase of Housing parcels has also been fully approved, and works have commenced on site. Tree/hedge removal works (under Ecological supervision due to bird nesting season) to facilitate this infrastructure and drainage commenced end of February and are due to be completed mid-March.
  • The Rew Family’s Reserved Matters planning application for the Local Centre application is pending consideration by Teignbridge DC.
  • Baker Estates Housing Parcel of 150 homes and the Consortium Green Infrastructure applications were refused at Committee in December. Separate Planning Appeals have been submitted and have been validated by the Planning Inspectorate and start letters have been received for both applications. Reserved Matters Planning applications have also been re-submitted to Teignbridge DC for local approval.

Discussions/negotiations between the Consortium and Devon County Council are ongoing for the suitability for the site for the Primary School.

NEW HOMES



There will be a variety of residential house types, sizes and tenures, providing a broad range of homes, from one- and two-bedroom flats to four- and five-bedroom properties. A proportion of all new homes will be provided as affordable housing, which will be evenly distributed across the site. The homes will predominantly be 2 storeys high, but with some 2.5 and 3 storeys in key locations.
